Yes, some times it is really frustrating that the simple things in Linux stops working and you don’t have any clue about what setting need to be changed. I think that’s why it is still not the preferred desktop OS for the common man.
Here is the solution for the USB mouse problem.
Edit the file /etc/laptop-mode/conf.d/usb-autosuspend.conf and change the param
BATT_SUSPEND_USB=1
to
BATT_SUSPEND_USB=0
